PATNA, JULY 20 — On the opening day of the monsoon session, the Bihar government tabled its first supplementary budget of ₹87,383 crore for the 2026–27 fiscal year in the Legislative Assembly.
Deputy Chief Minister and Finance Minister Bijendra Prasad Yadav presented the supplementary demand, which accounts for nearly 25 per cent of the state’s annual budget of ₹3.48 lakh crore that took effect on April 1.
The significant allocation aims to meet the financial requirements for welfare initiatives, subsidies, and essential sector expenditures. A sum exceeding ₹57,078 crore has been set aside for annual development and welfare schemes, while ₹30,266 crore is allocated toward establishment costs, including administrative expenses, salaries, and pensions. The remaining funds are designated for central schemes.
Budgetary documents outline key provisions, including ₹13,550 crore for the Bihar Contingency Fund, ₹10,020 crore for old-age pensions, ₹9,994 crore for power subsidies, and ₹9,335 crore for the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin). The state has also earmarked ₹1,148 crore for disability pensions, ₹1,056 crore for the Lakshmibai Social Security Pension, and ₹683 crore for widow pensions.
Addressing the assembly, Speaker Prem Kumar invoked the legacies of Mahatma Gandhi, Dr. B. R. Ambedkar, and Ramdhari Singh Dinkar while encouraging active participation from members throughout the five-day session. The administration plans to introduce 13 bills, alongside tabling Comptroller and Auditor General compliance reports.
Before the session commenced, Opposition members held demonstrations near the entrance regarding the NEET-UG paper leak and state law-and-order concerns. The House was subsequently adjourned till Tuesday after paying homage to eight former legislators who recently passed away.
