HHRC Directs Full CCTV Coverage Across All Haryana Child Care Institutions

Rights Body Recommends 6-Month Footage Storage Following Safety Review

Chandigarh, OCT 1: Haryana Human Rights Commission issued directives to ensure adequate and effective CCTV surveillance across all Child Care Institutions in the state, aiming to bolster safety and security measures for residing children. The full bench comprising Chairperson Justice Lalit Batra alongside members Kuldip Jain and Deep Bhatia recommended installing functional cameras at key operational locations, supported by backup infrastructure capable of storing footage for a minimum of six months.

The recommendations originated from proceedings regarding an alleged assault incident at the Place of Safety in Madhuban, Karnal district. While an inquiry by police authorities could not substantiate the specific allegations, the Commission reviewed general safety practices at the facility and observed that existing video storage was limited to 30 days. Additionally, cameras were positioned outside living quarters rather than within dormitories.

Citing guidelines under Rule 67 of the Juvenile Justice Model Rules, 2016, the rights panel affirmed that surveillance systems must cover critical areas including entry points, corridors, kitchens, store rooms, dormitories, and washroom entrances, while maintaining proper regard for privacy and dignity. The mandate applies universally across state-run facilities including Children’s Homes, Observation Homes, Special Homes, and Specialised Adoption Agencies.

State authorities directed the Women and Child Development Department, alongside Deputy Commissioners, to evaluate current security infrastructure across all districts and submit compliance documentation. The Commission scheduled the next review hearing on the matter for February 4, 2027.
