ED Attaches ₹3.61 Crore Assets of Former Punjab Engineer

Jalandhar, 19 February 2025 – The Enforcement Directorate (ED) has attached movable and immovable properties worth ₹3.61 crore belonging to former Punjab State Water Resources Corporation executive engineer Kailash Kumar Singla under the Prevention of Money Laundering Act (PMLA), 2002.

The case stems from an FIR filed by the Bathinda vigilance bureau after Singla and superintendent engineer Suresh Goel were caught in a graft case in January 2017.

In March that year, Singla, then director of hydel design, was booked in a disproportionate assets case after ₹1.25 crore was seized from his residence, including ₹10 lakh in ₹2,000 denomination notes. He was suspended and spent over three months in jail before being released on April 28, 2017.

ED investigations revealed that between January 2012 and January 2017, Singla and his family had an income of ₹1.57 crore but recorded expenses of ₹4.21 crore, leading to the identification of disproportionate assets worth ₹2.64 crore.

“Singla misused his official position to accumulate assets and laundered the proceeds through investments in real estate, term deposits, and fixed deposits, primarily via cash transactions,” officials mentioned.
