CHANDIGARH, June 24 — The Punjab government has promoted five Indian Police Service (IPS) officers of the 2011 batch to the rank of Deputy Inspector General of Police (DIG), according to an official notification issued Tuesday.
The officers—Nanak Singh, Gaurav Garg, Deepak Hilori, Gurmeet Singh Chauhan and Naveen Saini—have been elevated based on recommendations of the screening committee. However, each promotion is subject to varying conditions, pending legal matters, or ministry-level reviews.
“The promotions will remain subject to the outcome of pending writ petitions, court orders and compliance reports before the Punjab and Haryana High Court,” the notification stated.
Of the five, two officers—Nanak Singh and Deepak Hilori—will receive the financial benefits and future increments only after successfully completing the required mid-career training programme phase.
For Gurmeet Chauhan and Naveen Saini, the order notes an additional safeguard: their promotion is contingent upon any review of the select list, reassessment of seniority, or reallocation of the year of allotment by the Ministry of Home Affairs, should such a process be undertaken.
The government also addressed the case of IPS officer Vivek Sheel Soni, whose name was considered by the screening committee. Due to ongoing disciplinary proceedings, his promotion has been withheld. “His name has been placed in a sealed cover. The cover will be opened only after the conclusion of the disciplinary process,” the order noted.
Both Gaurav Garg and Deepak Hilori are currently on central deputation. As a result, they are entitled only to notional benefits at present. “The actual financial benefits will be admissible upon their return to duty in the Punjab cadre,” the government clarified.
The promotion of these senior officers, while significant, reflects the procedural complexities and institutional checks tied to senior appointments in the police service.
