Chandigarh, October 14 — Haryana Director General of Police (DGP) Shatrujeet Kapur has been sent on leave, days after being named in the FIR linked to the alleged suicide of IPS officer Y Puran Kumar. The decision comes amid intense political and public pressure on the Nayab Singh Saini-led government following explosive allegations detailed in the officer’s nine-page note.
Chief Minister’s Media Adviser Rajeev Jaitley confirmed the development, saying, “Yes, DGP Kapur has been sent on leave.” Rohtak Superintendent of Police (SP) Narendra Bijarnia, also named in the FIR, was earlier replaced by the state government.
The move marks the government’s first major response since the deceased officer’s family and the Opposition began demanding accountability from senior bureaucrats. In his note, Kumar accused Kapur, Bijarnia, and several other serving and retired IAS and IPS officers of harassment, caste-based bias, and administrative irregularities.
According to officials, the suicide note alleged that unfair treatment and manipulation of postings and Annual Performance Reports (APRs) had caused severe distress to Kumar. “The allegations are serious and have implications beyond the police force,” said a senior government source, requesting anonymity.
The BJP government, already facing criticism from the Opposition over alleged atrocities against Dalits, is seen as trying to contain the fallout by acting against senior officers. Analysts view Kapur’s removal as an attempt to send a message of accountability to the community.
The controversy also led to the cancellation of Prime Minister Narendra Modi’s planned rally in Sonepat on October 17, which was to mark one year of the Saini government. The event was called off amid tensions between the state and the bereaved family over delays in the post-mortem of the late IPS officer.
Kapur, a 1990-batch IPS officer, had taken charge as Haryana DGP on August 16, 2023, succeeding P.K. Aggarwal. He completed his two-year tenure recently but continued in office as no successor had been named. “There is no official word yet on who will replace him,” an official in the Chief Minister’s Office said.
Among those in contention for the top post are 1989-batch IPS officer Mohammad Akil, currently Commandant General, Home Guards, who was superseded by Kapur last year. Other senior officers being considered include S.K. Jain, Director General of the Human Rights Commission; O.P. Singh, Director General of the State Narcotics Control Bureau, who retires in December 2025; and 1992-batch IPS officer Ajay Singhal.
The death of Y Puran Kumar, husband of senior IAS officer Amneet P. Kumar, has shaken both administrative and political circles across the country. Opposition parties have demanded a high-level probe monitored by the judiciary. “This is not just about one officer’s death; it reflects a deeper rot within the system,” said a senior Congress leader.
With the case now under investigation and public anger growing, the Haryana government faces one of its toughest tests in recent years — balancing damage control with demands for justice.
