Jalsa-E-Aam: Haryana to Clear 1.9 Lakh Property Mutations

CHANDIGARH, Jan 10 – The Haryana government has launched a month-long intensive drive titled ‘Jalsa-E-Aam’ to resolve nearly 1.9 lakh pending property mutation cases across the state.

The campaign will be held on four consecutive Saturdays—January 10, 17, 24, and 31. The initiative aims to clear a massive backlog of 189,635 applications currently pending in 143 tehsils and over 7,000 villages.

“To further ease public inconvenience, we are moving towards auto-mutation, for which the existing backlog must be cleared on priority,” said Sumita Misra, Financial Commissioner Revenue (FCR), during a review meeting on Friday.

Special focus has been placed on 50,794 cases that have been stagnant for more than 10 days, with Faridabad, Palwal, and Ambala identified as the top priority districts. To handle the volume, the government has mandated a minimum disposal target for officials: Assistant Collectors must resolve at least 12 partition cases per month, while Tehsildars are expected to clear 20.

The state is also introducing an Alternative Dispute Resolution (ADR) mechanism. Under this, retired revenue officers will be hired to hold village-level camps. If a case is successfully resolved through consensus, the officer will receive a ₹10,000 honorarium, split between the contesting parties.
