Punjab Rolls Out 48-Hour Property Registration Reform

MOHALI, May 26— In a significant move to streamline property transactions and curb corruption in tehsil offices, the Punjab Government is set to implement a new system that promises to complete the registration of sale deeds within 48 hours of document submission.

Chief Minister Bhagwant Mann and Aam Aadmi Party (AAP) national convener Arvind Kejriwal will launch the initiative, named “Easy Registration,” in Mohali on Monday.

“This is a major administrative reform aimed at ending the hassle and corruption traditionally linked with land registration,” said a senior official.

Under the new system, citizens can choose any Sub-Registrar office within the district where the property is located, allowing them to register their sale deed at the location most convenient to them — including the one closest to their home.

The scheme also introduces doorstep document collection and online facilities via an “Anywhere Registration” portal. The portal enables submission of unsigned deeds, online scrutiny, and a unified payment gateway covering all charges, including stamp duty. Payments can also be made through Sewa Sahayaks.

“Corruption ends, transparency begins with new registry system,” said Arvind Kejriwal, National Convener of AAP, while launching the hassle-free property registration initiative in Mohali.

Calling it a “revolutionary step”, Kejriwal and Punjab Chief Minister Bhagwant Singh Mann jointly stated, “People will not have to run from office to office, won’t have to deal with agents or middlemen as everything from start to finish will be available on the phone and will be fast, clear and transparent.”

“Now just 48 hours! Fast-track registries across Punjab to be rolled out statewide by 1st August,” announced Kejriwal.

Highlighting real-time digital access, Mann added, “No more long queues or middlemen—citizens to get registry updates straight to their WhatsApp in real-time.”

“Sub-registrar monopoly ends, people free to choose any office for registry,” said CM Mann, noting the flexibility introduced by the new system.

“With online document submission, digital pre-scrutiny, and self-scheduled appointments, citizens no longer face long lines or repeated office visits,” both leaders emphasized.

“By offering online payments through a single gateway, removing cash handling, and introducing a unique WhatsApp corruption reporting system, the platform eliminates the space for unofficial demands,” they said.

“If a sub-registrar or tehsildar raises an objection, people will know instantly and all objections will be tracked by senior officers like the DC and SDM,” they stated, adding that accountability and strict monitoring mechanisms are now in place.

“If anyone asks for a bribe, a citizen can instantly complain through a WhatsApp link and will get updates on action taken against the officer,” said Kejriwal and Mann, underlining the anti-corruption safeguards.

“This out-of-the-box idea will set a new benchmark in public service delivery by providing citizen-centric services at their doorsteps in a smooth, hassle-free, and convenient manner,” said Mann.

“No other state in the country has such a robust registration system. This will herald a new era of public facilitation,” they asserted, expressing hope that Punjab’s model would be replicated across India.

 

Once documents are approved, the applicant is assigned a time to visit the Sub-Registrar’s office for final registration, completing a process that was often mired in delays and middlemen.

Officials say the system is designed to enhance transparency and convenience, empowering citizens to complete key steps from the comfort of their homes.
