Chandigarh, November 19, 2025: The Punjab government has created a separate cadre for the Bhakra Beas Management Board (BBMB), ensuring that over 3,000 government jobs are now reserved exclusively for the state’s youth.
Chief Minister Bhagwant Mann chaired a cabinet meeting that approved the move, aimed at restoring Punjab’s long-vacant share in the BBMB. Finance Minister Harpal Singh Cheema said earlier, employees from other states were filling these posts, often replacing Punjab staff whose deputations were canceled, limiting opportunities for local youth.
The government said 3,165 existing positions in BBMB—including roles in PSPCL, Water Resources, and Health departments—had remained vacant for years. In addition, the cabinet approved 2,458 new posts for various projects, power plants, and departments under BBMB.
The move comes amid long-standing disputes with BBMB officials over water sharing with Haryana, data on Class-I employees, CISF appointments at Bhakra and Nangal dams, and permanent membership issues for Himachal Pradesh and Rajasthan. Punjab has argued that these issues violate the Punjab Reorganization Act of 1966.
Chief Minister Mann said the decision safeguards Punjab’s rights and provides employment to local youth. “Not a single seat from Punjab’s share in BBMB will now be given to other states,” he said.
Officials said the creation of a separate cadre will strengthen administrative control in BBMB while giving thousands of families the opportunity for permanent government jobs.
