Waqf Bill Report Adopted Amid Opposition Dissent

New Delhi, 29 January 2025: The Joint Parliamentary Committee on the Waqf (Amendment) Bill adopted its draft report and the amended version of the proposed law on Wednesday, with a majority vote, committee chairperson Jagdambika Pal said.

Pal stated that 16 members voted in favor, while 11 opposed the amendments. Opposition members criticized the process, alleging that none of their proposed changes were included in the final draft. They are expected to submit dissent notes in the final report later in the day.

The committee had earlier circulated a 655-page report containing all suggestions made by the members. However, 14 of the adopted amendments came from BJP members or its allies.

The Bill introduces significant changes to the administration of Waqf boards, including a provision mandating the inclusion of non-Muslim members and at least two women.

Besides, it states that the Central Waqf Council must have a Union minister, three MPs, two former judges, four individuals of “national repute,” and senior government officials, none of whom are required to be from the Islamic faith.

A critical clause ensures that Waqf properties will not face retrospective scrutiny under the amended law unless the asset is under dispute or belongs to the government. The amended version also clarifies that the Waqf Council cannot lay claim to land.

Meanwhile, Opposition leaders accused the committee of rushing through the process, contending that insufficient time was provided to review the draft report thoroughly.
