Punjab and Haryana High Court orders Chief Secretaries to fix liability on negligent officials

Chandigarh, August 20: The Punjab and Haryana High Court has ruled that the “Head of Office” is financially liable for delays in releasing retirement benefits, directing the Chief Secretaries of Punjab, Haryana, and Chandigarh to penalize officials for negligence.

Justice Sudipati Sharma stated that retired employees should not be forced to file lawsuits for their dues, rejecting the common state defense that delays are caused by applicants.

The court, emphasizing that the head of the office is responsible for the entire paperwork process, ordered strict compliance with Punjab and Central Civil Services rules to end systemic negligence.
