Chandigarh, August 27: The Haryana government has notified new regulations under the Haryana Registration and Regulation of Private Coaching Institutes Act, making registration mandatory for all private tuition centers while prohibiting them from running classes during regular school hours. The framework aims to streamline private education, curb misleading advertisements, and eliminate dummy admissions across the state.
Under the new guidelines issued by the Higher Education Department, every coaching center must register with the district authority headed by the Deputy Commissioner by paying a ₹10,000 application fee. Registration certificates will remain valid for three years, with a renewal fee set at ₹5,000, following mandatory technical and safety reviews.
Institutes must submit comprehensive details regarding infrastructure, faculty credentials, fire safety measures, student capacity, separate toilets, drinking water, and parking facilities.
“This will help check dummy admissions,” declared a senior Higher Education Department official regarding the requirement for institutes to submit a binding affidavit guaranteeing no overlap with school hours.
The regulations strictly forbid coaching centers from making false claims about successful candidates or using terms like “approved” or “recognized” on their signboards. Non-compliance will draw a penalty of ₹25,000 for the first offense and ₹1 lakh for subsequent violations, with persistent defaulters facing immediate cancellation of their registration.
