LUCKNOW — The Uttar Pradesh Government has unveiled a comprehensive plan to build the Uttar Pradesh Trauma and Emergency Network (UPTEN), an integrated health network designed to deliver medical treatment within 60 minutes of a serious accident or medical crisis. The state initiative focuses on maximizing the critical “Golden Hour” by connecting previously scattered trauma, burn, cardiac, and stroke facilities into a unified technical ecosystem.
Additional Chief Secretary for Health Amit Ghosh stated that UPTEN aims to save 10,000 to 12,000 lives each year by eliminating logistical delays and reducing response times by 30 to 50 percent. The plan calls for establishing 173 specialized units—comprising 11 Level-1 Apex Hubs, 36 Level-2 Regional Centers, and 126 Level-3 District Units—supported by 18 divisional command centers and 1,200 Advanced Life Support (ALS) ambulances functioning as mobile treatment centers.
To ensure immediate access without financial hesitation, the state plan guarantees free emergency medical care for all citizens during the first 48 hours following an incident. The initiative will also leverage real-time digital networking and AI-based triage, train a three-tier first-responder network consisting of emergency personnel and citizens, and introduce a dedicated Emergency Medicine Officer cadre with competitive compensation structures.
