NOC Requirement for Plot Registration Ends

Chandigarh, 27 November 2024 – Punjab Cabinet Minister Hardeep Singh Mundian announced that No Objection Certificates (NOCs) are no longer required for registering plots under the Punjab Apartment and Property Regulation (Amendment) Act, 2024.

The Punjab Legislative Assembly passed the bill on September 3, and it later received the Governor’s assent, with the state government issuing a notification shortly after.

Effective from December 1, 2024, to February 28, 2025, the Housing and Urban Development Department has enabled plot owners in unauthorized colonies to register properties without an NOC. Mundian clarified that individuals holding documents such as power of attorney or sale agreements for plots up to 500 square yards in unauthorized colonies established before July 31, 2024, are eligible under this provision.

The amendment seeks to provide relief to small plot owners while addressing the proliferation of illegal colonies. Instructions to implement the new regulations have been sent to all Divisional Commissioners and Deputy Commissioners across Punjab. The Revenue Department has urged officials to enforce the law strictly and ensure compliance with the notification.

The new law also introduces penalties for violations, aiming to curb unauthorized developments while simplifying the registration process for legitimate plot holders.
