Government Revises Passport Rules for Birth Proof

New Delhi, 1 March 2025 — The government has amended the Passport Rules, 1980, through a gazette notification on Friday, introducing the Passports (Amendment) Rules, 2025, which revise the list of acceptable documents for proof of birth when applying for a passport.

Under the new rules, applicants born before October 1, 2023, can submit any one of several documents as proof of date of birth. These include a birth certificate issued by a municipal corporation, matriculation or school leaving certificate, PAN card, service record or pension pay order for government employees, driving licence, voter ID card, or an insurance policy bond from LIC or any other public company.

For those born on or after October 1, 2023, only a birth certificate issued by the Registrar of Births and Deaths, a municipal corporation, or any authority empowered under the Registration of Births and Deaths Act, 1969, will be accepted.

This change standardizes birth documentation for newer applicants while allowing older applicants multiple options.
