Chandigarh, NOV 16: The Chandigarh municipal corporation has launched an aggressive anti-littering campaign that brings together public shaming, cash rewards for citizens and strict penalties to reinforce the city’s image as one of India’s cleanest.
Under the new measures, anyone caught littering in a public place will be issued a challan and have their discarded waste collected and delivered back to their home by the sanitary inspector. The entire action—from spotting the violation to the doorstep return of garbage—will be recorded through photos and high-quality video.
For repeat offenders, the MC has introduced an even harsher deterrent. A team of enforcement staff, accompanied by dhol players and performers singing boliyan, will conduct a shaming procession outside the violator’s residence. The footage will then be posted on the corporation’s official social media channels.
Residents have been roped in as partners in the campaign, with the MC offering ₹250 for every verified photograph or video capturing a person littering. Submissions through the MC’s WhatsApp helpline or the ‘I’m Chandigarh’ app will be verified by field staff before the reward is issued. Once confirmed, violators will be challaned under the Solid Waste Management Rules, 2016.
MC commissioner Amit Kumar has instructed field officials to enforce a zero-tolerance approach, saying habitual violators will face repeated challans and heightened shaming. “Keeping Chandigarh clean is a legal responsibility, and deliberate littering will not be tolerated,” he said.
Kumar urged residents to support the campaign by disposing of waste responsibly, keeping their surroundings clean and maintaining proper waste segregation, emphasising collective responsibility in retaining Chandigarh’s reputation as one of the country’s most attractive and cleanest cities.
