Chandigarh, 10 December 2024: The Chandigarh administration has reconstituted the Police Complaints Authority (PCA), filling a four-year gap in its functioning.
Justice Kuldip Singh (retd), a former Supreme Court judge, will lead the PCA as its chairman. He will be joined by former IAS officer Dheera Khandelwal, who previously served as Haryana’s additional chief secretary for the environment department, and former IPS officer Amarjot Singh Gill, both appointed as members.
The reconstitution follows the guidelines under Section 54 of the Punjab Police Act, 2007, which has been extended to Chandigarh. This move is in line with directives from the Ministry of Home Affairs issued in March 2010, October 2019, and February 2023.
The PCA serves as an independent body dedicated to investigating complaints of serious misconduct and abuse of power within the police force. Its role extends to addressing allegations of police excesses, corruption, and failures in registering cases. It can act on its own initiative or upon receiving complaints from victims, human rights commissions, police, or other sources, ensuring justice for those wronged by the police.
