CHANDIGARH, July 4: Chandigarh UT administration launched an Auto-Mutation System that will automatically update land records following property registration—eliminating the need for manual mutation applications.
The new system, introduced by the Estate Office, marks a significant digital governance reform aimed at delivering faster, transparent, and citizen-centric services related to property transfers. Mutation, the process of recording ownership changes in official land records after a sale, inheritance, or gift, will now be completed digitally and in real time.
“Auto-mutation is a transformative step to simplify property ownership processes for citizens,” said UT estate officer Nishant Kumar Yadav. “It reflects our vision of adopting a pro-active, technology-driven approach to improve public service delivery. With minimal effort from the public, the entire mutation process is now streamlined, time-bound and fully accountable.”
Under the new system, mutation will be initiated automatically upon the registration of a property deed—removing the need for buyers to physically apply at the Estate Office. All documents submitted during deed registration are digitally fetched and reused, cutting down duplication and paperwork.
The new workflow enables secure, real-time data transfer between the Sub-Registrar Office and the Estate Office through an integrated digital platform. Each stage of the process is digitally tracked, with automatic acknowledgements issued to the applicant, thereby reducing delays and manual intervention.
The system is applicable to all immovable properties—both freehold and leasehold—within the Estate Office’s jurisdiction, where ownership is transferred via a registered deed. However, it applies only prospectively, from the date of implementation. Older cases will continue to be handled under the manual mutation system.
Officials said the reform not only reduces the burden on property buyers by eliminating extra visits and paperwork, but also strengthens accountability and transparency in public service delivery. The issuance of an e-passbook marking ownership completion is also now part of the fully online process.
