Chandigarh, June 13 – Real estate developer Parveen Kansal, also known as Rocky and widely seen as a close aide of former Punjab minister Sikander Singh Maluka, has been booked along with two other directors of Motia Royale Estate Private Limited in a land fraud case, officials said on Thursday.
The Punjab Vigilance Bureau (VB) registered the FIR against Kansal, Neeraj Kansal, and Indu Kansal under Sections 420 (cheating) and 120-B (criminal conspiracy) of the Indian Penal Code. The case was filed on the complaint of Piare Lal Garg, who is a business partner of Kansal.
According to the vigilance bureau, preliminary inquiry revealed that the accused allegedly changed the ownership of a prime piece of land in New Chandigarh through fraudulent means, thereby cheating their partner.
“A complaint was originally filed in 2023, but it was reopened after the revenue authorities submitted a report indicating irregularities in the land records and ownership transfer,” said Punjab Vigilance Bureau Chief Director Parveen Sinha. “Following this, an FIR was registered and further investigation is underway.”
The case sheds light on alleged malpractice in the real estate sector involving influential individuals. Kansal, known for his political proximity to former minister Maluka, has long been associated with high-value real estate developments in and around the Tricity area.
While the VB has not disclosed the exact nature or size of the land involved, sources familiar with the case said the property in question holds considerable market value due to its location in the rapidly developing New Chandigarh region.
The vigilance bureau is now expected to scrutinize financial transactions, property records, and partnership agreements related to Motia Royale Estate and its directors.
No arrests have been made so far.
