PUDA Bhawan, Officials’ Assets Ordered Attached in GMADA Case

Chandigarh, 20 November 2024: The Permanent Lok Adalat (Public Utility Services) has issued an attachment warrant against PUDA Bhawan, official vehicles of the Chief Administrator and Estate Officer, and office assets including furniture and air conditioners at the Sector 62 office. The action stems from a case involving Greater Mohali Area Development Authority (GMADA) over alleged service deficiencies in a 2012 flat sale.

In its order, the court directed GMADA to pay Rs 2.31 crore — comprising the principal amount and interest — to Tarsem Kansal, a Sector 69 resident, who purchased the disputed flat for Rs 82.38 lakh. The court instructed GMADA to execute the payment by December 30 and submit a compliance report.

Additionally, the court ordered the attachment of two GMADA bank accounts to ensure payment. “A demand draft of Rs 2.31 crore should be prepared from the attached accounts in favor of Tarsem Kansal and sent to the court before December 30, along with confirmation of the warrant’s execution,” the order stated.

The Axis Bank, Nodal Branch, Mohali, which holds one of the attached accounts, has also come under scrutiny. The court summoned the branch manager after the bank disclosed a lien of Rs 30 lakh on the account but failed to provide details about the remaining balance.

“You are instructed to prepare a demand draft for the amount exceeding Rs 30 lakh (lien) and send it to the court by December 30. You are further summoned to appear personally or through an authorized representative on the same date,” read the summons issued to the branch manager.

This decisive order aims to resolve the long-pending dispute and ensure justice for Kansal, whose grievances date back over a decade.
