UP Ranks First in National APAAR ID Creation

State establishes record by generating over 3.69 crore digital identities

LUCKNOW, July 19 — Uttar Pradesh has secured the top position in the country for the digitization of academic records, leading all states in the creation of Automated Permanent Academic Account Registry (APAAR) IDs across both school and higher education categories.

Official data states that the administration has prepared 2,95,90,359 APAAR IDs in school education, surpassing Maharashtra and Bihar, which hold the second and third positions respectively. In the higher education sector, the state has affirmed its leadership by generating 73,20,603 digital identities, ahead of Maharashtra and Rajasthan. Officials maintained that the targeted campaign aims to securely integrate student records on a single platform, simplifying future procedures related to admissions, scholarships, examinations, and employment.

During a recent review meeting chaired by the Chief Secretary, instructions were issued to map all academic records—including degrees, diplomas, transcripts, and certificates—with the unique identifiers. The administration has directed that all academic documents for the 2025 session be systematically uploaded to platforms like the National Academic Depository (NAD) and Academic Bank of Credits (ABC) by July 2026.

To ensure efficient implementation, the state has mandated strict adherence to a six-month timeline for all examinations and evaluations, backed by a robust internal monitoring mechanism. Officials declared that this technology-driven identity system aligns with the guidelines of the New Education Policy (NEP-2020) to ensure transparency and modernization across the state’s educational landscape.
