New Delhi, 25 Nov. 24 – The Winter Session of the Indian Parliament has officially begun, with significant legislative action expected, following the NDA’s commanding victory in Haryana and Maharashtra. The government enters this session with strong political backing, setting the stage for key discussions and potential confrontations.

Prime Minister Modi Criticizes Opposition, Hopes for Constructive Dialogue
Ahead of the opening of Parliament, Prime Minister Narendra Modi addressed the media, launching a direct attack on the Congress party. Modi accused Congress of disrespecting Parliament and democracy, stating that “those who have been repeatedly rejected by the people are now undermining the institution of Parliament.” The Prime Minister expressed hopes for “healthy discussions,” but also warned that some in the Opposition were resorting to “hooliganism” in a bid to control Parliament, despite being rejected by the electorate.

Opposition Sloganeering Leads to Adjournment of Both Houses
However, the proceedings of both the Lok Sabha and the Rajya Sabha were quickly adjourned due to disruptions. Opposition members raised slogans, leading to a brief suspension of the sessions. This early standoff signals that the Winter Session could witness heightened tensions between the government and Opposition parties.

Opposition’s Strategy and Focus on Key Issues
Prior to the session, leaders of the INDIA alliance, which includes the Congress party, convened to strategize their approach. Congress leader Pramod Tiwari emphasized that the Opposition would raise critical issues such as the ongoing violence in Manipur, where “rapes and murders are happening,” and the deteriorating law and order situation. Other concerns, including unemployment and rising pollution levels in Northern India, were also highlighted by the Opposition.

Government Calls for Cooperation and Smooth Proceedings
On Sunday, the government met with floor leaders from all political parties, chaired by Defence Minister Rajnath Singh. Parliamentary Affairs Minister Kiren Rijiju requested the support of all parties for the smooth functioning of Parliament during the Winter Session, which is expected to run until December 20.

Legislative Agenda: Key Bills to be Tabled
Several important bills are set to be considered during this session. Among them are the Waqf Amendment Bill and the Disaster Management (Amendment) Bill. Additionally, the government is preparing to introduce the Banking Laws (Amendment) Bill, which aims to amend key banking legislation, including the Reserve Bank of India Act, the Banking Regulation Act, and the Banking Companies Act.

The government will also table the Railway Act Amendment Bill in the Lok Sabha, with the potential to introduce the much-discussed ‘One Nation, One Election’ bill. Prime Minister Modi recently reiterated the government’s commitment to exploring the feasibility of simultaneous elections across the country.

Bills in Rajya Sabha: Bharatiya Vayuyan Vidheyak, 2024
In the Rajya Sabha, the Bharatiya Vayuyan Vidheyak, 2024, which seeks to regulate the aviation industry, will also be a key item of discussion. This bill aims to establish comprehensive control over the design, manufacture, operation, and sale of aircraft in India, as well as their import and export.
