PM accuses RJD, Congress of opposing Constitution Bill over ‘graft-tainted leaders’

GAYA, Aug. 22 — Prime Minister Narendra Modi on Friday accused the Rashtriya Janata Dal (RJD) and Congress of standing against the proposed Constitution (130th Amendment) Bill, claiming their opposition stemmed from the fact that many of their leaders were either “behind bars or out on bail.”

Addressing a public rally in Gaya after launching multiple projects, Modi said the Bill seeks the removal of the prime minister, chief ministers and ministers if they are arrested or detained for 30 days on serious charges. “RJD and Congress do not want this reform because their politics revolves around corruption,” he alleged.

The prime minister charged that during their regimes no significant project was completed in Bihar. “They never thought about the welfare of people. Their only priority was to fill their own pockets,” he said, adding that both parties treated the people of Bihar merely as a vote bank.

Turning to national security and migration, Modi claimed the demographic profile in Bihar’s border districts was “changing fast” due to illegal infiltration. He accused the Congress and RJD of backing infiltrators for political gains. “We will not allow infiltrators to snatch away the rights of Bihar’s people. Congress and RJD are indulging in appeasement politics, and the people of the state must remain alert to their designs,” he warned.

Modi also highlighted the development initiatives rolled out during his visit, asserting that the new projects would create jobs for youth in the state. He announced that 16,000 pucca houses had been handed over to beneficiaries in the Magadh region, reiterating his government’s pledge to provide permanent homes to every poor family in India.

“The NDA government is determined to strengthen Bihar’s railway network and improve connectivity,” he said.

Recalling his earlier promise after a terror attack in Pahalgam, Modi referred to Operation Sindoor, saying his government avenged the killing of Indian citizens by terrorists. “I had made a commitment here in Bihar that the perpetrators would be punished, and we fulfilled that promise,” he noted.

The prime minister framed the day’s announcements as part of the NDA’s broader commitment to development, welfare and security, contrasting it with what he described as decades of neglect under the Congress-RJD alliance.
