Rastogi Calls for Faster Credit Disbursement to Farmers

CHANDIGARH, Nov 10 — Haryana Chief Secretary Anurag Rastogi on Monday called for faster and more efficient credit disbursement to farmers, emphasising the need to bridge the gap between loan sanctions and actual disbursals. He was chairing the 174th State Level Bankers’ Committee (SLBC) meeting held in Chandigarh.

Rastogi urged banks to revisit their lending policies to ensure timely and adequate credit flow to priority sectors, particularly agriculture and small enterprises. “Sustained coordination between banks and district administrations is crucial to achieving last-mile delivery of financial services,” he said.

The Chief Secretary sought detailed reports from banks on unclaimed government deposits and directed submission of a consolidated report to the Finance Department.

The meeting reviewed Haryana’s banking performance, showing total deposits of ₹8.68 lakh crore and advances of ₹7.69 lakh crore as of September 2025 — a year-on-year rise of 12.48% and 14.36%, respectively. The state’s Credit-Deposit (CD) ratio improved to 89%, surpassing the national benchmark of 60%.

Rastogi appreciated the joint efforts of banks and departments in promoting financial inclusion. Under the “Your Money, Your Right” campaign, 825 dormant accounts were reactivated and ₹2.87 crore restored to rightful beneficiaries.

Banks achieved 121% of their half-yearly Priority Sector Lending target, disbursing ₹1.89 lakh crore, while MSME credit reached 145% of target. Agriculture lending achieved 99%.

The meeting also reviewed progress under government schemes — including PM Vishwakarma, PM SVANidhi 2.0, PM Surya Ghar, and the Agriculture Infrastructure Fund. Haryana reported 97% digital coverage across all savings and current accounts, with 18 banks fully digitalised.

Among those present were Commissioner and Secretary Finance Mohammed Shayin, PNB Executive Director D. Surendran, RBI GM Pankaj Setia, NABARD CGM Nivedita Tiwari, and SLBC Convener Lalit Taneja.
