Punjab Launches New Mining Framework to Regulate Minor Mineral Sector

Minister announces 44 sites to be operational by March 31 to ensure affordable sand supply

Chandigarh, Feb 26: The Punjab government has initiated a new regulatory framework for the minor mineral sector with the launch of Crusher Owner Mining Sites, starting in Pathankot district. Mining and Geology Minister Barinder Kumar Goyal declared on Thursday that the move is designed to streamline the availability of sand and aggregates while strengthening enforcement against illegal mining activities.

During the launch event in Chandigarh, agreements for the first two sites were signed, covering approximately 4.46 hectares. Minister Goyal affirmed that the administration, led by Chief Minister Bhagwant Singh Mann, is committed to providing essential minerals to the public at rationalized and affordable prices. He stated that the operationalization of these authorized sites would stabilize market rates by significantly increasing the legal supply of construction materials.

The Department of Mining and Geology has received 138 applications for Crusher Owner Mining Sites and 25 for Land Owner Mining Sites to date. Of these, 44 sites have already been included in the approved District Survey Report. The Minister maintained that environmental clearances for all 44 approved sites are expected by March 31, 2026, with the remaining 119 sites scheduled for a phased rollout throughout the year.

Under the new policy, registered crusher owners can operate on their own or leased land provided they strictly adhere to approved mining plans and environmental safeguards. Minister Goyal asserted that the government follows a zero-tolerance policy regarding unlawful extraction. He declared that strict action will be taken against any individuals involved in illegal mining, as the state seeks to protect both the environment and the provincial exchequer.

Departmental officials noted that this structured framework links extraction directly to registered units, ensuring better regulatory oversight. The Minister maintained that by fast-tracking statutory clearances, the government aims to support infrastructure development and sustainable economic growth across Punjab.
