Chandigarh, Nov 4: The Haryana Cabinet on Tuesday approved the Land Pooling Policy-2026, establishing an updated framework to acquire land for urban and industrial development through voluntary landowner participation. Replacing the previous 2022 policy—which based allotments on the market value of undeveloped land—the new structure offers landowners 50 per cent of the total saleable area of the project as per the approved layout plan, while the development agency retains the remaining 50 per cent.
Under the notified procedure, development agencies like HSVP and HSIIDC will identify project sites or receive land offered voluntarily through registered aggregators.
The agency must issue public notifications across newspapers and official portals, following which land records will reflect a restriction on transfers without prior agency approval. Contributing owners will have a 30-day window to convey their consent after land shares are published, with final sale deeds executed in favor of the agency within 60 days. The policy sets minimum plot sizes at 100 square meters for residential, 250 square meters for industrial, and 500 square meters for institutional categories, while allowing owners to opt for larger plots matching their share.
