PATNA, August 21 — To transform Bihar into a technologically empowered and future-ready state, the Department of Information Technology, Government of Bihar, has signed a Memorandum of Understanding (MoU) with ConveGenius.AI. Signed in the presence of IT Minister Shri Nitish Mishra, the strategic partnership brings an anchor investment of over ₹100 crore into the state to build robust AI platforms, technical operations, and specialized digital infrastructure.
The agreement aims to generate more than 100 direct, high-skill employment opportunities locally while driving industrial upskilling and youth technical literacy. IT Minister Nitish Mishra emphasized that the initiative aligns directly with Chief Minister Shri Samrat Choudhary’s vision to integrate emerging technologies into the state’s growth model.
“Investment in AI and emerging technologies, alongside the creation of new employment opportunities, are critical steps toward a modern Bihar,” Minister Mishra stated during the announcement. He added that the collaboration will foster localized technical capabilities, ensuring that the state’s youth are equipped for the evolving global job market.
Transforming Citizen Services via ‘B-ONT’
A core component of the partnership is the development of B-ONT (Bihar Ontology), a unified ontological knowledge graph. This system will integrate the state’s various welfare schemes and public services into a single technological framework. Once implemented, specialized AI agents will utilize this data graph to help citizens seamlessly navigate, understand, and access government welfare and administrative services.
State-Wide AI Skilling and Industrial Upskilling
To support long-term economic transformation, the partnership introduces structured, contextual AI training programs across Bihar’s educational and professional institutions. The initiative is designed to achieve two primary goals:
Youth Employment: Providing students and young professionals with advanced technical skills to capture modern tech roles.
Industrial Evolution: Extending training to the existing industrial ecosystem, enabling workers, technicians, and local enterprises to safely adopt AI tools and modernize traditional labor sectors.
ConveGenius.AI, an AI-native technology firm with a workforce of over 500 professionals across India, plans to use its Bihar operations to build applications capable of scaling nationwide. The company has previously deployed intelligent agents and applications across WhatsApp, web, and Android platforms for multiple states and Union Territories.
The Minister assured that all data platforms, AI systems, and operational procedures developed under this MoU will strictly adhere to prevailing state and national policy frameworks. This regulatory alignment ensures the creation of a safe, responsible, and citizen-centric digital landscape.
The formal agreement was signed by Deputy Secretary Shri Shahnawaz Ahmad Niyazi on behalf of the Department of IT, Bihar, and CEO Shri Jayraj Bhattacharya on behalf of ConveGenius.AI.
