CHANDIGARH, June 4 –To promote responsible pet ownership and ensure public safety, the Municipal Corporation House has approved the final draft of the “Pet and Community Dogs Bylaws 2025.” The policy makes pet owners liable for dog bites and property damage, while also setting strict rules on pet movement and behaviour in public areas.
The bylaws ban pet access to major public sites like Sukhna Lake, Rock Garden, and Rose Garden, but allow dog walking in regular parks, with poop bags mandatory. Dogs must be leashed, aggressive breeds muzzled, and owners must carry sticks while walking ferocious dogs.
Each household will be allowed only a limited number of dogs, based on house size. Registration of pet dogs is mandatory, and commercial breeding or trading is prohibited.
Disposal of pet carcasses in public bins is banned, and respectful cremation or burial is required. The draft retains a ban on seven aggressive dog breeds, in line with 2023 Animal Birth Control Rules.
Formulated in consultation with municipal and health officials, the bylaws now await Chandigarh Administration’s approval for implementation.
