New Delhi, Sept 28: The Delhi government has announced a comprehensive four-month winter plan introducing wide-ranging restrictions across construction, commuting, and vehicular movement to curb worsening seasonal air quality from November 1 to February 28.
Under the guidelines, dust-generating private and civil construction and demolition activities will be prohibited, while offices will operate under a mandatory 50 percent work-from-home policy, exempting essential services. Between December 10 and January 20—identified as the most critical pollution window—restrictions will intensify, barring outside vehicles carrying bulk building materials such as sand, gravel, and cement from entering the capital.
To discourage private vehicle usage, authorized parking rates will double, while municipal and state government offices will adopt staggered timings to reduce peak-hour traffic congestion. Additionally, non-BS-VI vehicles originating outside Delhi will face entry restrictions, with exemptions granted solely to CNG, electric, and emergency vehicles.
A year-round digital enforcement protocol will also mandate valid Pollution Under Control certificates verified via the VAHAN database prior to fuel purchasing. State authorities maintain that the regulatory package marks a transition toward systematic emission control, with multi-departmental coordination established to ensure strict compliance across all sectors.
