Himachal CM Calls on Centre Over Rising Cloudbursts

Shimla, 15 October, 2024: Himachal Pradesh Chief Minister Suhvinder Singh said that there is an urgent need for the Centre to investigate the rising incidents of cloudbursts in Himachal Pradesh to implement effective remedial actions.

Speaking at the ‘Samarth-2024’ event marking International Disaster Reduction Day, he noted that climate change has intensified the frequency of such disasters, showcasing the necessity for communities to adapt to these challenges.

“Awareness is crucial in tackling disasters and reducing the loss of life and property,” he stated.

The CM mentioned that the state is consulting experts to identify factors contributing to cloudbursts and has formally requested the Centre to examine this issue.

He revealed that the state government is investing heavily in public awareness campaigns regarding disaster preparedness, with significant projects underway. “We are executing an ₹800 crore project in partnership with the French agency AFD and allocating ₹500 crore from our mitigation fund,” he added.

The Chief Minister also announced plans for a major State Disaster Response Force (SDRF) training institute in Palampur and emphasized improvements in weather forecasting infrastructure.

He reflected on the state’s historical context, recalling the devastating 1905 earthquake in Kangra that resulted in over 20,000 deaths, and noted that last year’s monsoon brought catastrophic losses, claiming over 500 lives and causing damages estimated at ₹10,000 crore.

Despite receiving no financial support from the Central government, Sukhu reported that the state has rehabilitated 23,000 families affected by disasters and launched a ₹4,500 crore disaster relief package.

He expressed concern over the delayed ₹10,000 crore allocation for the Post-Disaster Needs Assessment (PDNA), stating, “Some progress has been made following my intervention, but there should be no politics in such matters; full assistance must be provided to those affected.”
