Chandigarh, August 3: The monsoon session of the Punjab Legislative Assembly commenced in Chandigarh on Monday, marking the start of a week-long legislative schedule. Presided over by Speaker Kultar Singh Sandhwan, the inaugural sitting opened with formal obituary references to prominent public figures and military personnel before transitioning to government business and assembly discussions.
The state government outlined an extensive legislative framework for the session, focusing on public welfare, educational reforms, and industrial streamlining.
During the sitting, Finance Minister Harpal Singh Cheema presented a formal resolution in the House addressing national examination transparency and student welfare. He asserted that public competitive examinations require strict safeguarding and administrative integrity, adding that state institutions remain committed to protecting the educational interests of young aspirants across the region.
Key legislative business slated for discussion during the sitting includes the Punjab Regulation of Fee of Un-aided Educational Institutions (Amendment) Bill, 2026. School Education Minister Harjot Singh Bains stated that the proposed law establishes a regulatory mechanism to cap annual private school fee increases at five percent, ensuring fair fee structures and administrative accountability across institutions.
The administration is also introducing the Punjab Common Infrastructure Amendment Bill, 2026, aimed at streamlining local tax structures for industrial units by replacing dual charges with unified service fees. Additionally, members raised public health and infrastructure matters during the session, including calling attention notices to expand eye care coverage under state health insurance and safety improvements along regional transit corridors.
