Suspended Punjab DIG Bhullar Moves HC Seeking Regular Bail

Chandigarh, Jan 9: Punjab Deputy Inspector General Harcharan Singh Bhullar, currently lodged in the Chandigarh Model Jail, on Friday moved the Punjab and Haryana High Court seeking regular bail, stating that the investigation in the case has been completed and the final report was filed on December 3 last year.

In his petition, Bhullar contended that no further custodial interrogation was required as the prosecution has already concluded its investigation. The plea was filed through his counsel, advocate Nikhil Ghai.

Bhullar submitted that the prosecution proposes to examine mainly official witnesses and the complainant, and since the accused officers have been suspended from service, there is no possibility of influencing witnesses or tampering with evidence.

The petition also stated that the complainant has been provided security in compliance with High Court directions. It further claimed that the alleged trap in the case pertains to a co-accused and does not involve any direct acceptance or recovery from Bhullar.

Raising procedural concerns, the petitioner asserted that he was produced before the magistrate after more than 24 hours of custody, which, according to him, amounted to material illegality affecting the fairness of the proceedings.

Arguing for bail, Ghai told the court that the offence under the Prevention of Corruption Act carries a maximum punishment of seven years and that Bhullar has remained in custody since October 17, 2025.

“Continued incarceration, in the circumstances, would amount to punitive detention before trial,” Ghai said, adding that the petitioner is ready to comply with all conditions imposed by the court, including regular appearance, non-interference with witnesses and surrender of passport, if required.
