‘Zero Bill’ Revolution: 90% Punjab Homes Now Pay Nothing for Power

Chandigarh, November 2, 2025: Punjab’s ‘Zero Electricity Bill’ guarantee has emerged as one of the most far-reaching welfare reforms in the state’s recent history, with 90% of households now receiving zero bills.

In just one billing cycle between August and September 2025, electricity bills of 73.87 lakh families came to zero — saving them an average of ₹1,500 to ₹2,000 every month, according to the govt data.

The state government says that since the scheme’s launch in July 2022, over 11.40 crore ‘Zero Bills’ have been issued to domestic consumers, a sign that relief has reached the grassroots.

“This is governance that touches people’s lives directly. For decades, people paid heavy bills while politicians made tall promises. Today, electricity has become a right, not a burden,” said a senior government official, crediting Chief Minister Bhagwant Mann’s leadership for the “people-first” implementation.

The figures suggest continuity, not just populism. In 2023-24 alone, 3.60 crore ‘Zero Bills’ were issued, followed by 3.46 crore in 2024-25. Officials say the scheme has been sustained without compromising the state’s fiscal health — a sharp contrast to the “short-term freebies” of earlier regimes.
