Punjab Opens Higher Education to Private Digital Universities

New policy allows fully online degrees from home-based learning

Chandigarh, Jan 19: Punjab Higher Education Department has notified a new regulatory framework allowing private players to establish digital open universities.

The “Punjab Private Digital Open Universities Policy,” notified on January 15, enables students to earn undergraduate, postgraduate, and professional degrees entirely through online platforms without attending a physical classroom.

Punjab joins Kerala as one of the few states in India to permit private sector participation in the digital-only university space.

Under the new rules, these institutions will operate through technology-enabled systems including virtual laboratories, digital assessments, and online classes to bridge the gap between instructors and learners.

“The broad objective of a private digital open university is to provide teaching and training in higher education through digital, online, distance, or open modes and to make provisions for research and innovation through technology-enabled systems,” noted Anindita Mitra, Administrative Secretary of Higher Education.

To ensure quality and institutional stability, the state has set high entry barriers for private applicants. Interested parties must possess a minimum of five years of credible experience in the online learning sector.

Financially, institutions are required to maintain a corpus fund of at least Rs 20 crore. The application process involves a non-refundable fee of Rs 5 lakh, followed by an additional payment of Rs 20 lakh upon receiving government approval.

The policy explicitly states that while these universities will maintain physical campuses, these sites will function strictly as administrative “headquarters.”

“Digital universities will have physical campuses, but these will be used as headquarters for administrative purposes only. No classes shall be held on campus,” the policy document mentioned.

To protect local students, the government has mandated a 15 per cent seat reservation for Punjab domicile learners.

Furthermore, the state has established a strict oversight mechanism, with potential penalties of up to Rs 25 lakh for any violations of University Grants Commission (UGC) or other national educational norms.
