New Educational Aid for Kin of Martyrs in Haryana

Haryana introduces monthly stipends for children of fallen soldiers and CAPF personnel

Chandigarh, Jan 30: The Haryana government has launched a landmark scholarship program providing monthly financial aid ranging from Rs 5,000 to Rs 8,000 to the children of martyrs and battle casualties. Under the leadership of Chief Minister Nayab Singh Saini, the state will support the education of dependents of both the armed forces and Central Armed Police Forces (CAPFs) from the middle school level through post-graduation.

This initiative, titled the Haryana Scholarship for Children of Battle/Operational Casualty Policy, 2025, ensures that students receive consistent annual grants based on their academic level. Students enrolled in Class VI through XII are eligible for Rs 60,000 per year, while those pursuing graduation will receive Rs 72,000. For those in postgraduate studies, the government has fixed the annual amount at Rs 96,000.

The policy defines a battle or operational casualty as the death of personnel during specific missions or while serving in designated operational zones. This includes fatalities resulting from wars, terrorist attacks, IED blasts, and border skirmishes. It also covers personnel serving in United Nations Peace Keeping Forces and those who lose their lives during rescue operations or internal security duties.

“The battle casualty/operational casualty means declaration of death of defence/paramilitary personnel of any operation or any specified area of operation in which a member of the armed forces or paramilitary force is killed in harness, in performance of bona fide official duties,” the official notification stated.

To qualify for the assistance, the deceased personnel must have been a domicile of Haryana at the time of their entry into service. The government noted that this requirement holds true regardless of the family’s current residential address. In instances where a member was a ward of a transferable central government employee at the time of joining, the domicile status will be determined by the father’s permanent home address.

This financial support remains available even if other members of the martyr’s family are currently employed in government service. The policy covers all branches under the Ministry of Defence, including the Army, Navy, Air Force, and Indian Coast Guard. Additionally, personnel from the Border Security Force, CRPF, CISF, ITBP, and other wings under the Ministry of Home Affairs are included in the scheme.
