Sukhu Warns of Growing Cloudburst Threat in Himalayas

Himachal chief minister links rising extreme weather to climate shifts and rapid urbanization

SHIMLA, MAY 28 — Climate change is rapidly increasing the vulnerability of Himalayan states to destructive cloudbursts and flash floods, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu cautioned during a public address.

Speaking at an urban development book launch at the Gaiety Theatre, Sukhu stated that extreme weather disruptions are no longer isolated events or limited exclusively to higher altitudes. He noted that changing meteorological patterns have caused these sudden downpours to descend into lower-altitude zones as well, posing a major risk to infrastructure and human lives across the mountains.

The chief minister related that during a recent high-level administrative meeting with the Union Home Minister, he highlighted how this expanding environmental threat will soon affect neighboring states. He asserted that the growing frequency of these severe weather events will likely disrupt Uttarakhand and the Northeastern states in coming years, requiring a unified regional response.

“During a meeting with the Union Home Minister, I mentioned that cloudburst incidents will not remain limited to Himachal Pradesh in the future,” Sukhu declared. “Such incidents are likely to increase in Uttarakhand and the Northeastern states as well.”

Sukhu stated that rapid, unplanned urbanization is worsening the impact of these natural disasters. He noted that in the state capital of Shimla, areas previously covered by dense forests have been systematically replaced by concrete structures over the decades. He called for a shift toward sustainable, planned vertical development to protect the state’s natural resources and maintain ecological balance.

To address these mounting urban pressures, the chief minister stated that the state government is pursuing several long-term infrastructure overhauls. He noted that the administration is currently executing an 800-crore rupee water supply initiative to secure round-the-clock water availability in Shimla, alongside a 145-crore rupee project to transition all overhead utility lines into underground ducts. He added that new, planned townships are being developed to relieve population pressure on existing hill stations.
