UPSDM Directs Faster Verifications and Structured Grievance Reviews for Training Partners

Lucknow, August 19: Regular dialogue and structured grievance redressal are becoming standard practice for Uttar Pradesh’s vocational training ecosystem as state officials move to streamline operations for local training partners. During a dedicated grievance session at the Uttar Pradesh Skill Development Mission (UPSDM) headquarters, leadership reviewed operational roadblocks facing training providers and established a monthly review schedule.

 

Minister of State (Independent Charge) for Vocational Education, Skill Development and Entrepreneurship Kapil Dev Agarwal, alongside Principal Secretary Dr. Hari Om and Mission Director Pulkit Khare, engaged with providers on core implementation issues. Topics centered on streamline-related concerns, including pending payment verifications, tranche release mechanisms, assessment delays, performance guarantee frameworks, and digital portal functionality.

 

To maintain continuous coordination, state officials confirmed that structured interactive sessions with training partners will now occur on the first Monday of every month.

 

Addressing core financial concerns, department leadership affirmed that verified, valid payments must move forward without unnecessary delay. Principal Secretary Dr. Hari Om instructed officials to compile detailed, scheme-wise trackers for all outstanding issues to log processing timelines and record pending actions. Where discrepancies or procedural non-compliance arise, formal explanations will be requested before taking statutory measures.

 

Mission Director Pulkit Khare noted that pending payments are being evaluated on a case-by-case basis to clarify verification statuses for each partner. To tackle certification backlogs, the mission is leveraging the State Council for Vocational Training (SCVT) and preparing a local panel of government ITI instructors to conduct timely regional assessments.

 

Financial parameters for training providers are also undergoing adjustments. Following discussions on performance guarantees, officials agreed to reactivate the guarantee framework alongside an updated verification system. Additionally, the department is considering lower guarantee requirements for startup training partners to minimize entry barriers for new institutions.

 

On post-training outcomes, the session focused on retention and real-world employment rather than basic enrolment metrics. Officials reviewed incentive frameworks aimed at supporting trainees who stay employed long-term, while also evaluating options to establish equivalence between general skill certificates and standard certifications like the CCC.
