Chandigarh, July 31: The Haryana Higher Education Department has released draft rules under Section 10 of the Haryana Extension Lecturers and Guest Lecturers (Security of Service) Act, establishing clear service conditions, pay structures, leave benefits, and disciplinary standards for contractual educators across government colleges. Stakeholders and the public have been given a 15-day window to submit feedback and recommendations before the rules are finalized.
According to the draft notification, lecturers who have completed at least five cumulative years of service with at least 240 days of paid work annually will qualify for service security benefits. The government plans to launch a dedicated digital portal where candidates can upload their credentials, which will then undergo official verification by respective college Principals and Drawing and Dispersing Officers.
The regulatory framework incorporates clear guidelines for re-adjusting staff during administrative shifts or surplus situations, ensuring educators with secured status can be transferred to institutions with active workloads. Additional provisions allow transfers for female employees upon marriage, personnel managing serious illnesses certified by Chief Medical Officers, and individuals experiencing major family emergencies or the loss of a spouse.
Secured educators will receive a consolidated monthly pay of Rs 57,700, supplemented by a 2 percent annual increment and state-notified Dearness Allowance. Female staff will be granted six months of maternity leave, while male staff receive 15 days of paternity leave, alongside up to five days of special casual leave for anti-rabies treatment. To enforce administrative discipline, the rules maintain strict prohibitions against political engagement, public criticism of government policies, strikes, and outside commercial activities.
