Chandigarh, Oct 4: The Haryana Transport Department has issued strict instructions mandating compliance with the ‘No PUC, No Fuel’ directive across all National Capital Region (NCR) districts, requiring petrol, diesel, and CNG outlets to refuse service to vehicles lacking a valid Pollution Under Control Certificate (PUCC). Under the enforcement framework, fuel stations will verify vehicle credentials against the online registry using Automatic Number Plate Recognition (ANPR) systems, with pump staff instructed to conduct manual checks until camera installations are fully operational. Officials affirmed that vehicles without valid certification will be turned away and directed to the nearest testing center, with registration details recorded for compliance tracking.
Transport authorities highlighted that driving without an active PUCC constitutes a severe offense, attracting monetary penalties of up to Rs 10,000 under applicable Motor Vehicle Rules. To ensure public awareness, fuel outlets have been instructed to install bilingual English and Hindi warning boards at entry points and dispensing units outlining the mandate. Officials maintained that the enforcement drive aligns with Commission for Air Quality Management (CAQM) Direction No. 101 aimed at curbing regional vehicular emissions. The state administration declared that petrol pump operators must submit action taken reports within three days, asserting that any procedural laxity will invite immediate punitive measures.
