Punjab Cuts Stubble Burning by 70%: NGT

Chandigarh, 28 November 2024 – The National Green Tribunal (NGT) has been informed that Punjab has achieved a significant 70% reduction in stubble burning incidents, according to a recent report.

In response to the NGT’s earlier directive for regular updates on air pollution caused by stubble burning in the National Capital Region (NCR), the director of Punjab’s agriculture and farmers’ welfare department submitted a report dated November 26. It stated, “Efforts by the state of Punjab have reduced paddy stubble burning cases from 36,551 on November 25, 2023, to 10,479 on November 25, 2024—a 70% decrease.”

The report outlined measures to manage an estimated 19.52 million tonnes of paddy straw this year through in-situ and ex-situ methods. In-situ methods involve managing straw directly on the field, while ex-situ approaches include transporting it for industrial uses or converting it into animal fodder.

To support ex-situ management, the state has provided subsidized machinery to farmers under the Crop Residue Management (CRM) scheme. “So far, 2,183 balers and 2,039 rakes have been distributed on subsidy,” the report noted. A baler compresses crop residue into bales, while a rake organizes straw into rows for collection.

The report further revealed that more than 6.2 million tonnes of paddy straw were managed using ex-situ methods in 2024.

Looking ahead, the department plans a “gap analysis” after the season to assess the machinery requirements for 2025. “An annual action plan for 2025 will be prepared based on the analysis, and the necessary funds will be requested,” the report added.

The significant reduction in stubble burning marks progress in tackling the air pollution crisis affecting the NCR during winter months.
