Sibash Kabiraj Appointed New Gurugram Police Chief in Major Haryana Reshuffle

State government reassigns 17 IPS and three HPS officers to key administrative and security posts

CHANDIGARH, May 18, 2026 – The Haryana government has ordered the transfer and posting of 17 Indian Police Service and three Haryana Police Services officers with immediate effect, executing a sweeping reorganization across the state’s law enforcement leadership.

Under the new directives, 1999-batch IPS officer Sibash Kabiraj has been appointed as the new Commissioner of Police for Gurugram. Kabiraj takes over the high-profile assignment from 1998-batch officer Vikas Arora, who has been reassigned as the Additional Director General of Police, Administration, at the Police Headquarters.

The administrative changes introduce new leadership across several regional police ranges and specialized departments. Among the senior leadership adjustments, 1995-batch IPS officer ADGP Charu Bali has been moved to head the Bhondsi Police Complex in Gurugram. Concurrently, 1996-batch officer Dr. Mamta Ravi Kiran has been assigned as ADGP, State Vigilance and Anti-Corruption Bureau, while her batchmate KK Rao takes charge as ADGP, Recruit Training Centre in Bhondsi.

The state executive also reallocated responsibilities for several Inspector General of Police rank officials. The 2003-batch officer Rakesh Kumar Arya will take over as IGP, Crime Branch. Regional commands saw 2006-batch officers Ashok Kumar and Om Prakash posted as IGP of Karnal Range and South Range, respectively, while 2007-batch officer Kuldeep Singh assumes command of the Hisar Range.

Furthermore, 2007-batch officer Naazneen Bhasin will manage dual responsibilities as IGP, Haryana Armed Police at Madhuban, Karnal, alongside the post of IGP, RTC, Bhondsi.

In the mid-tier supervisory roles, 2008-batch officer Hamid Akhtar has been posted as DIG, HAP, Madhuban, and 2010-batch officer Surinder Pal Singh moves to DIG, CID. The state’s anti-narcotics division received reinforced leadership, with 2011-batch officer Rajender Kumar Meena handling the charge of DIG, Haryana State Narcotics Control Bureau at Sonepat in addition to his present duties. His batchmate Manbir Singh is now DIG, HSNCB, and 2012-batch officer Sunil Kumar will balance responsibilities as DIG, State Crime Branch and DIG, HSNCB.

For specialized operational units, 2014-batch officer Surinder Singh Bhoria has been posted as SP, Special Task Force, Panchkula, along with an additional charge as SP, Commando, Newal, Karnal. Aditi Singh has been assigned as SP, SV&ACB, Gurugram.

The reshuffle concluded with key postings within the state services cadre, where Siddharth Dhanda and Poonam take over as SP, State Crime Branch, and Pooja Dabla assumes the role of SP, Emergency Response Support System.
