CM Saini Unveils ₹2.23 Lakh Crore Budget with New Farm Power Utility

Outlay increases by 10 percent as Haryana focuses on agri-tech and healthcare expansion

Chandigarh, March 3: Chief Minister Nayab Singh Saini on Monday presented a ₹2,23,658.17 crore state budget for the 2026-27 fiscal year, marking a 10.28 percent increase over the previous year’s revised estimates. A central feature of the financial plan is the establishment of the Haryana Agri-Power Distribution Corporation, a dedicated utility created to manage 5,083 agricultural feeders and serve over seven lakh farmers across the state.

The budget, which reflects a fiscal deficit of 2.65 percent of the GSDP, allocates significant resources toward modernizing rural infrastructure and healthcare. The Chief Minister, who also oversees the finance portfolio, stated that the government intends to develop the Morni block in Panchkula as a specialized organic hub. He further declared a hike in disaster compensation for farmers, with payouts for fruit crops rising to ₹50,000 per acre.

In a move to bolster the dairy sector, the government affirmed plans to set up two new milk processing plants in Ambala and Rewari at a total cost of ₹600 crore. These facilities will have a combined daily capacity of 10 lakh litres. To support female entrepreneurship, Saini asserted that 20 percent of the 2,000 new Vita booths and milk bars to be opened will be reserved for women from self-help groups.

The healthcare sector is set for a substantial upgrade, including the establishment of dialysis centers at 18 locations and six new cardiac catheterization labs in districts such as Hisar and Yamunanagar. The Chief Minister also announced the purchase of 237 new ambulances to strengthen emergency medical services.

“The new power corporation will serve 7.12 lakh agricultural consumers,” Saini affirmed during his budget speech. He maintained that the government is committed to providing a “future-ready” environment through the launch of an autonomous Artificial Intelligence and Digital College to pioneer AI-based teaching.
