HPCL to Expand Refinery and Biogas Projects

CHANDIGARH, June 3 — Hindustan Petroleum Corporation Limited committed to expanding its industrial footprint in Punjab through extensive investments in the refinery, biofuel, and biogas sectors.

The energy initiative was finalized during a high-level meeting between Chief Minister Bhagwant Singh Mann and HPCL Chairman Vikas Kaushal. The upcoming projects, which include further operational expansions by HPCL-Mittal Energy Limited in Bathinda using advanced second-generation technology, are designed to stimulate local economic growth and establish sustainable infrastructure for regional agricultural residue management.

State representatives stated that the multi-sector investments will introduce meaningful employment avenues while simultaneously addressing rural environmental challenges.

“The vision of the Punjab Government is simple and clear,” Mann stated during the strategic briefing. “We want to make Punjab a preferred destination for global industry by offering stability in policy, speed in decision-making and a governance system that respects the time and trust of investors.”

The operational roadmap includes the setup of 10 specialized biogas units across the state, with five facilities already executing regular operations. These plants are built to process agricultural waste directly, providing an alternate revenue stream for local farming communities while mitigating stubble burning.

Administrative updates indicate that the state’s rewritten business protocols played a central role in securing the energy pact. The current regulatory framework features the Fast Track Punjab single-window portal, which consolidates more than 173 business services, alongside automated approvals and modified commercial laws to expedite corporate setups.

“Apart from giving a major boost to economic activity, these projects will open new avenues of employment for the youth of Punjab,” Mann affirmed, noting that the business climate has transitioned toward complete administrative clarity.

The Chief Minister countered past administrative practices by highlighting the current transparency of state procedures. He noted that prior regulatory hurdles have been replaced by a system focused entirely on regional welfare and structural expansion.

“There was a time when investors faced unnecessary hurdles and undue demands,” Mann declared. “Today, the Punjab Government is working solely for the welfare of Punjab and Punjabis and is committed to ensuring a transparent, investor-friendly ecosystem.”

The industrial assembly concluded with assurances of complete state cooperation for the engineering teams. Senior administrative figures, including Chief Secretary KAP Sinha and Principal Secretary Dr. Ravi Bhagat, attended the proceedings to oversee the immediate implementation steps for the incoming energy projects.
