Punjab Speeds Up Contractual Staff Regularisation

Cheema meets employee unions and sets strict department deadlines

Chandigarh, June 5: The Punjab government has fast-tracked the process to regularise contractual employees and convert outsourced workers to contractual status following a high-level review of worker grievances. Finance Minister Harpal Singh Cheema directed administrative departments Thursday to immediately resolve all legitimate staff demands on a priority basis.

The directive came during extensive discussions in Chandigarh between the minister and representatives from six major employee unions. Cheema, who serves as the chairman of the Cabinet Sub-Committee specifically formed to resolve employee issues, stated that administrative machinery has been mobilised to clear the backlogs.

“The Punjab Government led by CM Bhagwant Singh Mann has already announced its decision to regularise contractual employees and convert outsourced workers to contractual status, and the implementation process is currently underway,” Cheema declared.

The finance minister instructed officials from the Personnel and Finance departments, alongside administrative heads of the concerned wings, to eliminate procedural delays. He asserted that the government remains fully committed to safeguarding employee welfare through systematic administrative reforms.

“All concerned departments should expedite their procedures and address the genuine demands of employees in a fast-track mode,” Cheema noted during the session.

Union leaders representing diverse sectors presented their specific cases during the deliberations. The delegation included Kirandeep Singh Rupana, Simranjit Singh and Sawaran Singh from the All Punjab DST/CTS Contract Instructor Union, alongside Gurmeet Singh Madnipur, Sharanjit Singh Kadimajra, and Hardeep Singh Dhindsa from the Punjab Raj Sarkari Sahayata Prapt School Adhyapak ate Hor Karmchari Union.

Further representations were made by Jasvir Singh Galoti, Suhubhdeep Kaur, Minu Bala and Manmohan Singh of the Adarsh School Teaching and Non-Teaching Malazam Union. The outsourcing and contractual segments were represented by Varinder Singh Momi, Jagroop Singh, Sher Singh Khanna, Gurwinder Singh Pannu and Pawandeep Singh from the Theka Mulazam Sangharsh Morcha.

The state transport sector challenges were brought forward by Resham Singh, Shamsher Singh, Balwinder Singh, Baljit Singh and Rajesh Kumar from the Punjab Roadways, PUNBUS, and PRTC Contract Workers Union, along with Harminder Singh and Lakhwinder Singh from the Punjab Roadways PUNBUS State Transport Worker Union.
