261 Children Saved from Begging Nexus in 2024: Govt

Chandigarh, 2 January 2025: Punjab Cabinet Minister Dr. Baljit Kaur highlighted the ongoing efforts of the state government to protect children from being forced into begging. She stated that 713 raids were conducted in 2024 under this initiative, resulting in the rescue of 261 children. The highest number of rescues took place in Bathinda, Faridkot, Ludhiana, and Gurdaspur districts.

Dr. Kaur stressed the legal ramifications for those exploiting children for begging, noting that under the Juvenile Justice Act, 2015, individuals found guilty could face imprisonment for up to 5 years and a fine of Rs 1 lakh. If a person dismembers a child to force them into begging, the punishment can extend to 10 years in prison and a fine of Rs 5 lakh.

She further explained that the Punjab Prevention of Begging Act, 1971 defines a child as anyone under 16 years of age. Individuals found guilty of compelling a child to beg could face a prison sentence ranging from one to three years. To strengthen child protection, the state is amending the act.

As part of these efforts, the Punjab government runs the “Jeevanjot Project,” aiming to eradicate child begging and provide rescued children with education and brighter futures. So far, 15 orphaned children have been placed in children’s homes, where they are given food, education, and medical care.

The remaining children have been reunited with their families, while 18 children have benefited from the state’s sponsorship scheme.

Furthermore, 105 children have been enrolled in schools, and 3 others have joined Anganwadi centers.

The department continues to monitor these children to ensure they remain away from begging, offering financial aid through the sponsorship program to support their education. Dr. Kaur stated that follow-up assistance has been provided to 74% of rescued children.

She also urged the public not to give alms to children involved in begging and to report such cases to the nearest Child Welfare Committee or District Child Protection Unit.
