LUCKNOW, July 14 — Government school education across Uttar Pradesh has undergone a comprehensive structural and academic upgrade, with basic infrastructure saturation in council-run schools rising from 36 percent to over 96.30 percent, official data showed on Tuesday.
This systemic transformation, driven by the dual initiatives of Operation Kayakalp and Project Alankar, has effectively modernized the state’s public education system. By focusing on essential upgrades like safe drinking water, gender-segregated toilets, science laboratories, smart classrooms, and digital resources, the administration has successfully established a highly secure and encouraging academic environment for students.
Under Operation Kayakalp, which focuses on primary and upper primary council schools, the government has already upgraded 1.32 lakh institutions. Along with the rapid installation of over 3.42 lakh desks and benches, more than 1.30 lakh schools have been equipped with functional libraries, and thousands of smart classrooms are now operational. To improve learning outcomes at the primary level, more than 4.50 lakh teachers have successfully completed Foundational Literacy and Numeracy (FLN) training, which aims to strengthen essential language and mathematics skills in early grades.
The state is also expanding modern schooling models to meet future educational needs. Work is underway to establish 150 Mukhyamantri Model Composite Schools across all 75 districts, alongside 75 Mukhyamantri Abhyudaya Composite Schools. To support girls’ education, the state’s 746 Kasturba Gandhi Balika Vidyalayas (KGBVs) are being upgraded in phases to cover classes 6 through 12, with plans to establish new residential girls’ schools in development blocks currently lacking these facilities.
In secondary education, Project Alankar has significantly accelerated infrastructure development across the state’s 29,216 secondary schools, which include 2,460 government high schools and intermediate colleges. The administration has completed the construction of 41 new government intermediate colleges and 215 high schools, while upgrading infrastructure in 2,383 government and 590 government-aided secondary schools. Digital learning has received a major boost with the setup of 778 Information and Communication Technology (ICT) laboratories and 1,236 smart classrooms.
Additionally, the state has designated 1,722 institutions as PM SHRI Schools to align with the National Education Policy (NEP) 2020. These schools place special emphasis on modern learning resources, innovative teaching methodologies, and holistic skill development.
Director General of School Education Monica Rani affirmed that the department’s primary objective is to complement strong physical infrastructure with universal access to quality, modern education. She stated that Operation Kayakalp and Project Alankar have successfully transformed the identity of government schools. The Director General maintained that with upgraded facilities, trained teaching staff, and integrated technology, the state’s public schools are steadily turning into centers of academic excellence that empower students to build brighter futures.
